About Institution

The first departmental institution in the territory of Ternopil region appeared in 1944 in Zbarazh. In 1946, the medical institution of the Ministry of Internal Affairs was relocated to the central part of Ternopil to Adler Passage Street (today Olena Kulchytska Street).

At the end of the nineteenth century, the owner of the land and buildings in Ternopil on the present-day Olena Kulchytska Street was a successful entrepreneur and merchant, owner of a pharmacy store and warehouse, and later - a hotel, a deputy magistrate - Ignatius Adler.
He built the first houses on this street and in 1889 when the city was governed by Volodymyr Luchakivsky, the street was named Adler's Passage.
So it was called until 1948. Later it was renamed Komsomolska Street, and after the Independence of Ukraine, the City Council of the first convocation named it after Olena Kulchytska.
In 1889, in buildings No. 3 and 5, an institution called the "Sickness Fund" began to function, which provided both medical and social security for workers. It was one of the manifestations of insurance medicine.
Each entrepreneur deducted a certain percentage for medical care and social security in case of illness or accident of his employees.
In 1927, a place for mother and child consultation was allocated here. According to historical sources, in order to enter the school, it was necessary to be examined by a pediatrician. And here, in Adler's Passage, there was the only institution in Ternopil where the health of future schoolchildren and their suitability for the study were checked. The director of this institution for many years was Rudolf Strobel, and the chief doctor was a Ukrainian Bohdan Svystun, known in the city as a high-class specialist.
In 1939, the "Sickness Fund" ceased its activities, and during the Second World War, the documentation of the institution was burned.

In 1946, the sanitary unit of the Economic Department of the People's Commissariat of Internal Affairs was moved from Ternopil to Komsomolska Street, 3 (now Kulchytska Street).
Buildings No. 3 and 5, which today house a modern departmental medical institution, appeared at the end of the nineteenth century, shortly after the construction of a small communication connecting A. Mickiewicz and M. Copernicus streets.
In 1946, the sanitary unit of the Economic Department of the NKVD employed only two physicians, a venereologist, three paramedics, a laboratory assistant, a secretary, a typist, an accountant, a sanitary instructor, two nurses, and a pharmacist.
In 1954, on the basis of the sanitary unit, the medical service of the Economic Department of the Department of Internal Affairs was formed, which in 1969 was renamed into the medical service of the Department of Internal Affairs of the Ternopil Regional Executive Committee.
Since June 2000, the Health Service of the Ministry of Internal Affairs Office has been headed by a doctor, police colonel Mykhailo Vasylyshyn.
Mykhailo Volodymyrovych does everything possible to improve the material and technical base of the structural units of the institution. Under his leadership, the accreditation of medical and preventive institutions was carried out, the processes of examination of patients were computerized, the premises of the hospital (with a polyclinic), the center of psychological assistance and professional psychophysiological selection, the medical (military-medical) commission were overhauled.
The material base of the diagnostic departments of the hospital (with a polyclinic) has been improved. The laboratory is equipped with automated biochemical analyzers, an automated diagnostic complex "Cardio+" and the system "CardioSense" installed in the functional diagnostics room. The physiotherapy room was completely re-equipped with modern equipment.

An automated computer classroom for psychological testing for 10 workplaces was created in the subdivision of the CPD and PPV, a new program "Prognosis" for psychophysiological selection was purchased, and the computer program "Class" with the use of 42 psychological techniques was improved.
Modern equipment for sanitary and hygienic and anti-epidemic control was purchased at 80 controlled facilities, which are registered with the Center for Preventive Medicine.
A mobile medical team was created on the basis of the hospital (with a polyclinic), which has repeatedly participated in regional special joint exercises of the National Police of Ukraine and the National Guard of Ukraine to ensure public safety and order during mass events.
Over the years, the medical institution of representatives of law enforcement agencies of the Ternopil region provides professional and high-quality outpatient and inpatient care to patients, maintains constant contact with the leadership of the Health Department of the Regional State Administration, and has established a clear interaction with medical institutions of Ternopil. Every year the staff of the institution is replenished with new forces, which in cooperation with senior colleagues achieve high performance in their work.
In 1954, on the basis of the sanitary unit, the medical service of the Economic Department of the Ministry of Internal Affairs was formed, which in 1969 was renamed the medical service of the Ministry of Internal Affairs of the Ternopil Regional Executive Committee. It was headed by a participant of the Great Patriotic War, Lieutenant Colonel of the Internal Service Tumanova Klavdia Kyrylivna.
She held this position for 16 years.
For more than 26 years (from 1970 to 1997), Colonel of Internal Service Kalashnyk Volodymyr Stepanovych worked as the Head of the Internal Affairs Service. During this period of development of the medical service, a hospital for 25 beds was opened (1975), a sanitary-epidemiological station (1980), a center for psychiatric care and professional psychophysiological selection (1996), and a full-time military medical commission were created (1983).
In 1966, by the order of the Ministry of Internal Affairs in the Ternopil region, a center for psychological assistance and professional psychophysiological selection (center for PD and PPV) was created. The unit was headed by a psychiatrist - Borysova Lyudmyla Mykolaivna.
Since ... the Center is headed by a professional specialist - Oleksandra Borysivna Pylypchuk.
Today the doctors of the unit provide qualified assistance, using the most modern diagnostic methods.
In 2007, the program "Prognoz" was purchased for effective psychophysiological selection, and a computer class for psychological testing was equipped to ensure quality medical selection.
Today, the Department is an institution with professional, highly qualified specialists. Doctors with the highest qualification category work here.
The institution has 4 subdivisions:
Hospital (with polyclinic), headed by Galina Godko. This unit has a polyclinic, which can serve 135 patients per shift, and a hospital with 25 beds.
The polyclinic is attended by qualified specialists: a therapist, a surgeon, 2 neurologists, a gynecologist, an otolaryngologist, 2 ophthalmologists, a dermatovenerologist, dentist.
The hospital has modern clinical and biochemical laboratories, X-ray, physiotherapy, and functional diagnostics rooms.
The Center for Preventive Medicine started its work in 1980 as (the sanitary-epidemiological station of the Ministry of Internal Affairs in the Ternopil region, headed by Oleksandr Pavlovych Trubchanin).
Under his leadership, the material and technical base of the unit was significantly improved, new equipment was purchased, modern methods of bacteriological research were introduced, and accreditation of bacteriological laboratories was systematically carried out.
In 1983, a regular military medical commission of the medical service of the Ministry of Internal Affairs of Ukraine in the Ternopil region was established. Its staff included the head of the MMC, a neurologist, a physician, a surgeon, and a nurse. Since 1966, the staff MLC was headed by A.V. Gaidadin.
According to the order of 2015, the MTC has renamed the Medical (Military Medical) Commission. Qualified assistance is provided here by 7 specialist doctors and a nurse.
In 2018, the Center for Preventive Medicine was headed by Yulia Nikolin. Today the center controls more than eighty objects. Thanks to an integrated approach and a system of preventive measures, it was possible to reduce the incidence of infectious diseases among law enforcement officers in the region.
